Who gives me the Skooma problem quest?

I am trying to buy the riften house but I have to do quests in riften to unlock it and skooma problem is a quest I have to do I think. I do know who gives it to me, ive already completed the quest from bolli and killed a few bandit leaders.

What exactly is your question? I don't think I understand it. When you say, "I do know who gives it to me" and "Who gives me the Skooma problem quest?", what do you mean? This is what is confusing me. 
There is no quest called "Skooma Problems" based in Riften, however there are three Jarl Quests that relate to Skooma, Helping Hand, The Raid and Supply and Demand. Do you mean one of those?

And you have to give her a healing potion. Because Potion of Minor Healing even cures skooma addiction.

Might need to give her two. At least I think it was the second time I gave her one that I got the quest. Once you know about the Skooma then you need to talk to the Jarl.
