Wrath of the Lich [SPOILERS]

How in the heck do I defeat Morokei in Labyrinthian? I try buffing my destruction(I'm a mage), buffing my shock resistance, and nothing seems to help. I fire at him all day and do little damage, but I take 2 or 3 spells from him at most, and I'm dead. Is there some trick I haven't tried?
I'm level 13 and have a number of destruction spells at hand. My big downside here is I'm completely OUT of restore health/magicka potions. Yes, that's a big problem, but I don't know what I can do about it at this point(I don't know as I have any saves from before I entered; I've saved about a dozen times in here already).
