depends on the person, I'd say the Impreal gaurd, just cause they concqured a lot, tey must do somethign right

Ordinators, simply because the Empire is successful not in the strength of its armies, but in its political and strategical savvy. Plus the Legion feared invading Morrowind because of the tenacity of the Dunmer, I'd wager with a 1:1 ratio, the Dunmer would cream the Imperials, particularly well trained Ordinators.

My thoughts exactly. A bunch of bone-headed Imperials just can't take on Dunmer, no matter how well-armed.

Ha! Legion may not have the best fighters but they got the most.
If it was an all out battle with everything in one big battle, I would go with the legion.
