What I don't understand about it is how in Oblivion no guard makes a point of seeing you out of jail when you didn't complete your sentence, it's effectively the same thing as escaping jail by using a lock pick. (personally I think that it would have been kinda funny if a random guard said something basically stating that he arrested you and is shocked to see you out of jail.)
But anyway it gives you a small chance of role-playing by wondering "why is my character in jail? What would my character have done to get in jail?" that kind of thing.

That's how you get out of jail.
In Morrowind, when I got dropped off at Seyda Neen after being imprisoned, I was like:"Oh god, are they going to arrest me again?" and proceeded to walk out of Seyda Neen. Oddly, I ended up in Vivec.

The very first time I played Oblivion, my character wandered up to the prison. The very first NPC I encountered was Adamus Phillida, and the what he said to me was "...you look familiar. Have we met before?"
The funky thing is, that greeting is supposed to be glitched so that he never actually says it (the fact that I did hear it probably was a result of this being Version 1.00, straight off a release-day Collector's Edition disc).

Why did you think they were going to arrest you after they signed your release papers?

How do the guards know that you were released already?

Why would a person come out of the Census and Excise office?
I think we should PM each other.
