The Hero?

I don't know if this has been discussed or been found out but the hero in Skyrim is called Dovahkiin which means Dragonborn. Now Tiber Septim, an emperor of Tamriel of Nordic descent, is also called THE Dragonborn among others. Does this mean the hero of Skyrim is Tiber Septim reborn just like how the Nerevarine is Nerevar reborn? Or is this another Dragonborn?

I'm pretty sure we discussed this right after the first bits of information came out. Let me find the thread for you..
Also, he could be Tiber's reincarnation, but Todd has confirmed that the Dovahkiin isn't a Dragonborn in the same sense as the other ones. Tiber and Dovahkiin are capable of using Thu'um, which we know to be the Dragon Shouts. I guess the title of Dragonborn just passed on in the Septim family after Tiber died. I have no idea why the Nerevarine is called a "Dragon-born" sometimes.

The Nerevarine ISN'T a Dragonborn. It was an analogy: "Dovahkiin is to Tiber Septim" as "Nerevarine is to Nerevar."

The Player character is Dovahkiin. This means he has been granted the soul of a dragon either through blood or by godly gift. The Septims are definetly not the only family with Dragonblood

No, you aren't a reincarnation, but there are some interesting implications about how the dragonborn relate to existing lore.
It's now established that the dragonborn have the soul of a dragon, and thus can use the Thu'um, which has been used by many Nord heroes throughout history, and was believed to be a gift to Men from Kyne/Kynareth.
BUT: Several of those Nordic heroes, such as Ysmir Wulfharth, Hoag Merkiller, Tiber Septim/Talos/Hjalti, etc., who could use the Thu'um were believed to be avatars of Shor/Lorkhan who was worshipped by the Nords before the First Empire and the establishment of the Eight Divines (and had a cult following afterwards as Shezzar).
So this raises the question: Are the dragonborn (including your character) also avatars of Shor?
This is a possibility since in the Knights of the Nine DLC the player is basically finishing the work started by Pelinal Whitestrake, who himself was considered an avatar of Shor (a "Shezarrine")
Food for thought, anyway.

But the PC in Oblivion was not a Dragonborn. And the Greybeards are also capable of using Thu'um. Are they avatars of Lorkhan too? Avatars are OK, but if there's like 20 of them at the same time, it's just weird!

So..
The Dovakhiin's ancestors got busy with dragons? Now there's an interesting concept for roleplayers!

I'm sure this question has been answered a dozen times already. EnyamerT knows where it's at.

Well, I was thinking that the PC might have been a
Shezarrine, not a Dragonborn.
The more I think about it, I doubt there is any exclusive relationship between Dragonborn-Shezarrines-Tongues (Thu'um practitioners). There is undoubtedly overlap among them (I'll refrain from posting any Venn diagrams...), but it seems that there are/were far more Tongues than Shezarrines; then the question really is how many Tongues
aren't also Dragonborn.
