Depends on the race. I had Breton-making down, although it's been a while.

For starters, I always set the face to max or near-max 'Round,' but always max 'Light'. Usually about 2/3 'Wide.'
I like a short mouth-to-nose distance, so I always put the nose max Left on 'Up/Down'. I tend to think 'Nose Region' a little on the 'Convex' side looks nice.
The eyes are tricky, but, the couple different sliders move together. You can angle the eyes up or down by moving 'Inward/ Outward' once or twice to either side, then the 'Up/ Down' one or twice to the opposite. After a few goes, you'll notice that they incline without deforming the face. And if you get to a point you don't like, you can 'rewind' what you've done by doing the movements backwards.
Skin tone can be toyed with in the same way with the 'Purple/ Orange' and 'Blue/ Yellow'

I wish I was on PC so I could show off my Breton haha

Ah, I see. Yes, I quite fancy them myself, although I never much played them in Oblivion (I hate that woman's voice after hearing it so much), so I don't have too much experience with designing faces for them.

Set the jaw as narrow as your eye permits. Last thing you need is a rugged, square-jawed heroine. By tapering the lower half of the face, you get more of that cartoon/comic-book sensibility of the stereotypical female face.

if you look at anatomy, females don't have a pointed chin like males, which is one way we tell the difference instinctively, I would not call it"stereotypical"
more of the fact that the creator was simply not made to make anything but that.
Go in to art and you will find they to use this rule, draw the females like that because its a sure fire way to make them "female"

If I were talking about real life, I wouldn't have used the words "cartoon/comic-book" to tell you where I was coming from.

Real life aesthetics are far more dynamic, more forgiving. It's the imperfect media of animation that requires a stricter set of rules in order to convey the intended impression. In a faulty medium such as this, you'll need (slight) overemphasis in order to compensate for the shortcomings being presented.
