Is it Tiber Septim or Talos

I keep on seeing in books and at shrines in the TES games refer to Tiber Septim as a god, even though he is a god, I thought that once he became a god he was known as Talos?? so which is his technical divine name?

Talos is his divine name yes but both Tiber Septim and Talos do refer to the same person and The Elder Scrolls takes a "different strokes" approach to lore so your not going to find any definitive answer. Its up to you to choose 1 or accept both in game.
For example if your fanatic talos follower and somebody says he preys to Tiber Septim, your character may give him a good scolding for getting the name wrong.
That is the in game benefit of not being specific about these things.

Depends on what you belief, commonly Talos is Tiber Septim. However there exist some books which normally clasified as heresy that say other things. Like Talos is the oversoul of Tiber, Zurin and the Underking.

Does it not also depend on which race's religion you're considering? As one of the other religions has a person ascend into god-hood but it isn't Tiber Septim, it's one of their native people. But the end result is a god with similar affinities in the respective religions.

Talos is Tiber Septim, ascended to god-hod. Ysmir is the Nordic variation of Talos, which may be what you're talking about S15Kuro.
The Dunmer do not worship the Nine, and have no Talos equivilent. As for the other races, they have no direct equivalent of Talos, even the Bretons, who many see as the closest to the Imperials in their worship (actually, Bretons are almost a mix of the Eight Divines and some Bosmeri gods, as far as I see it).

The shrines in Oblivion appear to be an oversight. The Knights of the Nine plug-in changes the shrines from "Tiber Septim" to "Talos".
Also, Talos is Lorkhan.

he is lorkhan? I though he was just related to him and filled in his missing/empty spot in the Eight/Nine Divines(Shezzar is the nine divine version of lorkhan) seeing how he wasnt there.

Well, sorta. The worshippers are actually worshipping the Shezarrine, the spirit of Shezarr who appears as various mortal avatars throughout history. Shezarr is, like you said, the Imperialised version of Lorkhan who was once a part of the Imperial Pantheon. So Talos the Divine is basically the Shezarrine, under the alias of Tiber Septim, which obviously links back to Lorkhan.
But as for who the prayers get sent to, I can only guess.

Syllables are our frenemies.

Tiber Septim is what the Imperials like to describe the historical emperor. When it comes to the other races who might choose to worship the Nine, they may just want to call him Talos rather than stick with the alien-sounding mortal moniker.

But i dont get why some shrines to Talos say Tiber Septim, when Tiber Septim is his mortal name, and i read that Talos might be made up of a few diffrent mortals rather than just Tiber Septim.

You do find such shrines inside Cyrodiil, the
Imperial province. Sort of an ES equivalent of the 'Protected Designation of Origin' label, like champagne or gorgonzola (what, you never had a hankering for fizzy wine with moldy cheese?)

i read somewhere that the Underking, Tiber Septim and that one nord Tiber was knew all make up the oversoul that is called Talos. And even in morrowind im pretty sure i saw some labeled Tiber eptim instead of Talos.

Well Shezarr incarnate, but yes, in a way I guess. Also, on that note, because it was brought up before, not all the Nine are Aedra, in fact, Arkay and Talos are just ascended mortals iirc. So as far as their power, it must be somewhat limited. Just a passing thought.
Also, on the topic of the shrines, could it be they were constructed in honour of Tiber the man, when he was Emperor, before he ascended? This could explain the discrepancy.

Eh i still think it was the empire spreading their belifes even after he acesnded, the other races call him talos, but they call him Tiber a lot if you loo at impreals
knwoin them it may be their way of saying "haha he is one of us"
I know in oblvion pepole some times call him tiber

But the one flaw in that belief, even though I like the idea and it fits the Imperials well, is that Tiber was a Nord. http://www.uesp.net/wiki/Lore:Tiber_Septim
Further, he was born under the name Talos (Stormcrown), but Tiber seems to be his Cyrodiilian name.
Edit: colour

Yeah i read that he was a nord also, but then wernet nords and imperials the same thing until Tiber conquerd cyrodiil and declared them a new nationality, and then they eventaully became a race of thier own.

Not exactly. The Cyrodiils are most likely Nedeic, while the Nords are Atmoran, which Talos was.

but the nords and imperial do have the same ansestors right? seeing how cyrodiil was basicly originaly populated by humans moving south from Skyrim
