Can someone give me any information on this artifact?

It is mentioned in The Real Barenziah.

Supposedly placed below Daggerfall. (Though I don't remember it in the game)

Supposedly previously owned by a one "King Edward" of High Rock i believe, ally of "King Moraelyn" of Morrowind.

It is written that Tiber Septim claimed it.

Any help to quench my thirst for knowledge is much appreciated, I was surprised when the wiki did not have a page.

The only thing on it in the entire lore base is in The Real Barenziah. If you can't find it there, it won't be anywhere else. It's one of those things with a small amount of information.

You could go over to The Imperial Library and ask there, and they may have a theory as to what it is. As of now, though, there is no solid evidence.
