I was reading through the did you know section and saw the only province necomancy was outlawed in was morrowind. I'm not certain that is correct. Necromancy was baned by the mages guild according to Oblivion lore. So wouldn't it the be outlawed were ever there was a mages guild?

The Mages Guild is not with the government, they can't ban it from the nation, only from their guild halls.

Ok I was under the assumption that the mages guild was the part of the government that handled the use of magic

Also note that Morrowind was the first (and only at the time) province to ban it. The Dunmer promote ancestor worship but despise necromancy. There's a fine line and some have called them hypocrites, but I think it's valid.
Was the article a 'Lore' or 'Morrowind' one?

I was looking at the Did you know section so it just stated that Morrowind was the only province to outlaw Necromancy. But you are correct about the banning not outlawing it. The mages guild has no say. But you figure they would with all they know about magic they would have some say in the government regarding that.

The Mages' Guild was the "public outreach" program of magicians.
Mages, by the nature of their craft, are very secretive folk. They're afraid of how common people perceive their work and generally keep their secrets a— well,
secret.
Of course, if common folk could've benefited from those secrets, well—" [&@%!] you, stupid mundanes".
The Mages' Guild was founded to fight that rude attitude: if Magic was to benefit the greater population, it should be accessible to them, if only through the agency of trained Mages who are were disciplined to apply those skills to the public good rather than personal gain.
The crux of the matter is (and you may be glad I finally got to it) that the Mages' Guild is the "soft sell" of magicians as a whole, a friendly face to a rather close-minded and obtuse society whose greater work is closed off to the the common population.

Basically the Mages Guild simplified Magic (also through the schools) to make it available to the public. This makes it mostly, in turn, weaker after being simplified. This would mean that most people in the guild would be complete weaklings (in my opinion).
After you got out from under their foot, you would still have some restrictions, but you would be able to learn more magic, if it makes any sense. What you are taught would no longer be simplified.

So the mages guild is... like the x-men?

That, or the Mystery Men, trying to look for a meaningful job and some smattering of acceptance. Having small children scream and run away from you in terror can't be fun (at least, not after the first dozen instances— why are you staring at me like that?).

Interesting takes on the guild. But yeah basically the guild is not an arm of the imperial government in that their necromancy ban isn't an imperial law.
