Spawning

I arrived at Daggerfall at night so the gates were closed. I rested till morning and an ancient lich spawned right next to me. Is this normal?

Yeah, back when I played Daggerfall every now and then, I found that traveling could be very dangerous, since you often arrived at night. I used to just climb over the walls, even though I often had very low Climbing skill. Once up on the wall, you should be able to get down safely on the other side and find an inn to sleep in.

If you were right outside the city, that was probably one of the ghosts haunting daggerfall the emperor tells you about in the intro (did it shout "VENGEANCE!" at you?).
So yeah, that's normal. Scared the crap out of me when I first played the game though.
