OBMM/TES4EDIT load order

I'm a bit confused about how Oblivion does its load ordering and how OBMM and TES4EDIT views them when presenting conflicts.
Let's take the following load order in obmm:
Oblivion.esm
Unofficial Oblivion Patch.esp
Prox - Arena loot.esp
Nvidia BlackScreenFix.esp
IlluminationWithin.esp
Scanning this for conflicts in TES4EDIT says (roughly): (and this is just one record that gets changed a bit)
Oblivion.esm: NearFog 0.000000
Unofficial Oblivion Patch.esp: NearFog 0.000100
Prox - Arena loot.esp: NearFog 0.000000
Nvidia BlackScreenFix.esp: NearFog 0.000100
IlluminationWithin.esp: NearFog 0.000000
The CS wiki says that the mod that loads first (at the top of the obmm list after oblivion.esm) takes precedence over everything else loaded after, so it 'wins' in the event of a conflict.
But TES4EDIT says that 'the left-most mod is the conflicting one, while the right-most mod is the one that 'wins''. Looking at it like that and applying a filter in TES4EDIT turns out that IlluminationWithin would 'win' because it loads last? What am I missing out on here?
