Maybe the thing that happened between Katniss and Peeta, the whole alignment thing, plus you could make it were we could choose what district we were from?

Yeah, that is an option. This is only 1/2 PvP. There's almost always alliances. And what if some of the Tributes chose not to play the Capitol's sick game...?
