Rats and Deer Penis?

So I made a new character, and the first quest I wanted to do was the one with Mazoga the Orc.
So I go and help her! I get Weebam-Na to come talk to her. After they talk I have a conversation with him and ask him about leyawin (or rumors im not sure). Anyway he was talking about some restaurant which made all their meals out of rats and a few other animals like: Rat Lemon. At the end he said something like... with deer penis
Does that 'restaurant' have anything to do with quest etc.? Because I've never heard of that one before >.>
EDIT: It's not the deers poop^^ it's the thing only males have.

It has nothing to do with the quest.
The dish is called, "Rat Rangu with powdered deer penis."

I think it was a reference to a book or something. Let me look it up
can't find it now, But I'm pretty sure it was a reference to a book where the same..."ingrediants" were used

I think it (at least in part) is a Reference to Forrest Gump, where Buba is explaining to Forrest all the ways to prepare shrimp.
Have you seen all the rats around here? Its making me crazy! First this guy decides he's gonna make a million, opens a fancy restaurant: Rats in a Cream Sauce, Rat Flambe, Rat Necrom with Bonemeal Gravy, Deep-Fried Rat, Lemon Rat and Wild Rice, Rat Ragu with Powdered Deer Penis! Of course, when the guards found out, they ran his sorry butt out of town, but they left the rats. Rats!

I remember reading that you can see what's behind the symbols. Good perk.
Can't find the book, though there is a Wikipedia article on the subject.

Heh, I do wonder why the word penis is bleeped out - but then again I used to live on a farm, so I might have a different view than most
I can certainly see bleeping out any slang or derogatory words though.

There's also a Seagal reference in the beginning of Chuck Norris in Oblivion.
