Questions I'd like to see in a FAQ

Ok, I am playing Daggerfall again after 10 years, and I have not been able to find a conclusive answer for the following:
1. Can I sell soul gems in Daggerfall ? If yes where ?
I have read in the wiki that e.g. the Zenithar temple offers a soul gem market but have not been able to find it - despite being rank 8. It would be nice if I were able to sell the gems at the values indicated when buying souls from the mages' guild - I have several souls from Daedra e.t.c. that I have no interest in using for magic items.
2. I have seen in several places something about temples offering blessings in attributes - even saw a formula of Attribute + (rank + 2). What exactly are those and how does one go about getting them ?
