I need every thing to make the Perfect Nerevarine Characture for Oblivion any Suggestions???

Open up your Morrowind save game and see which skills you used there?

kind of difficult request, seeing as there have been probably millions of nerevarines, all built different yet all completely historically accurate. oblivion refers to them as simply neutral "nevrevarine" because any PC character from morrowind that finnished the MQ was "the nerevarine"; young, old, nord, khajiit, male, female, thief, battlemage, bard...anything, they are all the nerevarine.

I agree with m@anyt1mes; the Nerevarine was whatever your, or anybody else's, PC was in Morrowind.

Now, if you want to make someone accurate to Nerevar in the backstory, that's also tricky. To the best of my knowledge, little was revealed about his specific abilities, other than he could fight well and he was quite persuasive (I could be wrong, I'm fuzzy on my Morrowind lore). So, skill wise I'd suppose Speechcraft would be a must, and for the rest I'd pick and choose from the abilites that Dunmer get for skill bonuses.

Other than that, I say its all up to your imagination.

He was Chimer, the Chimer became Dunmer, so Dark Elves are the closest kinwise. He had a persuasive personality, but this is possibly attributed to a magical ring he had. He had a magical blade apparently called Trueflame.

Other than that I couldn't find much. I'd say go with Speechcraft as mentioned above, take blade, and choose whatever you like after that. Just keep in mind he was King and a war hero. That doesn't necessarily tell us his skills considering the world of the elder scrolls, but you could make well founded assumptions, like that he would probably wear armor given he used a sword in combat.

actually, linked to this since it was where I started for some research into this topic. aside from being a chimer king and war chief, he was also considered a saint and closely tied to house indoril, who in turn is closely affiliated with the tribunal temple. they took up the positions of priests and ordinators in the temple hierarchy, so ... what I would suggest is combining the two classes favored skills for a warrior-priest ...
