Listen I just started a Redguard mage (I like the combination of warrior and mage) and I want to start most quests (guilds, main quest, KotN, S.I.) when I'm level 20+ so I get the best rewards, any advice on getting to high levels or quests that'll help get to a higher level. I play on a 3-4 bars to the left of medium difficuclty
And I know Dungeon Crawling is a obv choice but any other suggestions, I appreciate anyhelp

I did the quests that the wiki advises to do early on (have a look
here, be sure to check the levelled lists), started the ones they said not to finish yet, then went exploring. Not necessarily dungeon-crawling, by just running around outside you can get plenty done. I also did all the non-levelled-item quests and the ones that pay a levelled amount of gold (let's face it, by level 20 you're so rich you have no use for stupendous amounts of reward-gold). And in between, I searched for Nirnroot. That got me right up to level 25 without me getting bored.

Arena (you should raise at least 5-8 levels while completing it).
Seeking your Roots (collect Nirnroots). While searching for them, cast spells to train your magic skills.
The Collector (collect Ayleid Statues for a 10.000 gold reward).
Knights of the Nine (if you have the KotN add-on).
Two Sides of the Coin (easy way to obtain Chainmail Armor in the beginning of the game).
Mages Guild Recommendation quests.
The Thieves Guild questline.
The first quests in the Fighters Guild.

You don't have to put your difficulty any higher. But you should train your skills while fighting. If you simply defeat your enemies as soon as possible, you'll raise only 2-3 levels. If you train your Heavy Armor, Light Armor and Block skill by letting them hit you, use a lot of magic and run around a lot, you'll raise 5-8 levels.

I'm not sure if you're on pc or Xbox 360 but there's a mod called
Quest Award Leveller that allows you to do all the quests with levelled awards even when you're pretty low level yourself.

Always put the difficulty at 50% or so when fighting in the Arena and at 0% if you're going to train your skills by letting your enemies hit you. It makes the battles much more interesting.
A good way to train your Block, Heavy Armor and Light Armor skills is to put the difficulty at 0% when fighting the three Khajiit prisoners and letting them hit you.

They're Argonian prisoners, but same concept nonetheless.

You're right.
I'm off to play Oblivion again, it has been too long.
