I was playing oblivion and i was talking Raminus Polus of the mages guild. I had already went to all the spell merchants in Cyrodil including Raminus polus. I checked on his spell for sale thinkin there would be none but he had one spell that wasn't even there when I bought his spells before. this has happened to me before with other characters. does anybody know the meaning of this?

Probably you weren't authorized to buy it before. Maybe you didn't have enough gold or the appropriate level? I don't remember really, but I think those spells are hidden until you get to that level.

1. i had about 38 million gold.
2. i thought you could buy akll spells but you could't use them all. Like if bought enemies explote and on my spells list it said requires Destruction skill of 100.

I don't buy spells often (almost never, only when I was in the Mages Guild in April-May), so I don't remember. Yeah you're right about that spells in a school you don't have enough skill in show up in the inventory of the merchant, I am sure of that. But maybe you need a higher disposition towards him? Or maybe you have to complete a certain quest to be able to buy that spell? The latter is the most likely. But I couldn't find anything about it on his page on the wiki.

Perhaps Raminus had a spell added to his inventory, I'm not sure if there ever is a spell added to his inventory, though.
When there's a spell merchant, all the spells you can buy from the merchant are all the spells they know, that aren't greater/lessed powers or abilities. (In the CS, abilities count as spells, but flagged as an ability.)

It possible that the Spell Merchants change their inventory like the regular merchants do, occassionally.

I doubt this because, their inventory is their spell-list. Something would have to have happened to add a spell to their inventory, and I don't know anything like this.

Oh well. I was an educated guess, any way.
To be truthful, Ive never witnessed anyone's spell list change in the game either.
Unless....he downloaded some type of MOD that adds spells.

I doubt it, unless altmer knows something the general console Oblivion playing community doesn't.

No.
It doesn't work that way with spells. While yes, it could be done, it just doesn't work that way.
In normal means, yes, it could be done. By normal means, I mean a merchant's container, that is no the NPC's spell list.
Oblivion's spell merchant system works, as I have said before, on the merchant's spell list. Is Raminus has the
Beast of Burden spell in his spell list, he will sell the spell because it is in his spell list.
From what I counted from the CS, he has 21 spells. From what I counted from the wiki, he has 21 spells.
You can only buy
Terrifying Presence from Raminus, other than that, he's an average high level spell-merchant.
altmer probably didn't buy one spell while he was talking to Raminus, which is probably, the best bet. He could have exited out before he bought everything.
