There is a fallout 3 discussion thread over in General, plus a trivia thread on Fallout 3. It has been said that there are no plans for a Fallout 3 wiki/forum by the same people though.

Well for a 'forum', does The Vault (Fallout wiki) have a forum? or access to one?

Technically they do, but it's a weird Wiki based forum and not like this one.

The closest thing to it is the Official Bethesda Forums(Bethesda of course being the creator). Located here:
http://www.bethsoft.com/bgsforums/
They have 6 different sections/forums dedicated to Fallout.
