The Hunger Games takes place in the future after the destruction of North America, in a nation known as Panem. Panem consists of a wealthy Capitol and twelve surrounding, poorer districts. District 12, where the book begins, is located in the coal-rich region that was formerly Appalachia.
As punishment for a previous rebellion against the Capitol, in which a 13th district was destroyed, one boy and one girl between the ages of 12 and 18 from each district are selected by annual lottery to participate in the Hunger Games, a televised event in which the participants, or "tributes," must fight to the death in a dangerous, outdoor arena, controlled by the Capitol, until only one remains.

Sorry. I don't know how I got that confused with an absolutism. What I would plan on happening is that the people in the rp are the group of dictatros who rule over the world, and different scenarios pop up and the players need to vote and agree on them. Some players would have extra votes in areas, becuase each player would be assigned a speciately. There will be revolts, economic problems, laws to be created, and trials to be given. Maybe the riots would turn into their own country and start a war, or even with another planet... Anything could lead to anything. So... would anyone be interested? Or on...
