You need a slightly better gear than for vanilla Morrowind. I first run TR on my old computer which didn't have any problems with Morrowind on high settings (though I couldn't run any graphics overhaul mods) and it was mostly okay, but the game stuttered in big cities, especially ones with Imperial architecure (more hi-res textures I suppose).

Just because people may not be aware (I haven't seen it mentioned), TR released its Sacred East v1.5 last month.
This release actually adds to the landmass, including three settlements, so in historical terms it's actually a fairly noteworthy release, I'm just installing it all now.
