Living Isolated is not living backwards. It is not like they are shunning the use of electricity, or automobiles. They have just as much technology as anywhere else in Tamriel. Which is to say... not much.

The Vigilants of Stendarr seek out those that traffic with the Daedra, conjuration & summoning of them... and any other 'abominations' (such as vampires, werewolves and witches). The Orcs are a Warrior Race, and do not have large numbers of Mages, so would probably not be summoning Daedra. If the Vigilants found out that there were Orcs at a Stronghold summoning Daedra, then it would be a different story.
I made an Orc just to RP in the strongholds and then I realized there was nothing to do. So I was a little disappointed.
Spoiler:
Yeah, they were actually really disappointing. TBH, and I love Skyrim so don't go accusing me of being a hater, there were many things in Skyrim that weren't fleshed out as much as they should have been: guilds, quests, etc.
Spoiler:
Haha you guys are a bunch of spoilers!! I'm on a lvl 48 orc that I created with this purpose in mind but haven't found any orc strongholds yet. I'm not surprised, but you might consider putting spoiler tags on those.

Orc strongholds are in Skyrim. If Nords hate outsides, why don't they attack the strongholds?
I'm going to use another history example here (and please interpret this as fiction if you find it offensive, this is just what I was taught in an elective ancient roman religion course) with pagan Rome, Judaism and early Christianity. Jewish people were anomalies in Roman culture because they didn't attend the sacrifices (where an every-man could have free meat) and other pagan traditions. On the other hand, they were slow to adopt new members/didn't try to force their ways on other Romans and the two belief systems existed in relative mutual tolerance of each other. Jewish people were even lifted the requirement of serving in the military, because Rome couldn't provide them with kosher meals on the road. Many Christians, on the other hand, were fervent convertors - urging people to resist the temptation of the heathen sacrifices and inciting riots. This lead first to their expulsion, then after letting them in again and more riots they were banned. *Now* begins the sad story of Christian martyrs. Although the Nords appear less tolerant than the pre-Christian Romans, I think that the Orcs resemble the Jewish people in Roman lands who wished to keep their culture to themselves and were respected accordingly.

Besides the fact that there would have to be a heck of a lot of Vigilants to take on even one orc stronghold.
