The second part, it depends on how you use your magic and quite frankly how I decide to run the particular battle, in a nut shell it isn't the elements that decide these encounters but how you use your powers, because fire can turn water to steam just as easily as water can snuff out fire, and darkness can smother light just as easily as light can illuminate it. It's not what you've got, it's how you use it and how much control you have.

Would a witch over control of Earth and Water be able to use only mudd or would she be able to summon forests, swamplands, etc?

Correct, though early twenties is more accurate. Perhaps she is a teacher herself? If you make her age fifty or higher that seems likely

It suits her character more than being a student, since she could work in the green house growing plants instead of having to deal with people who did not respect nature. But you can do as you wish, she is your character. Do you want her to be a student? Or perhaps a counselor of some kind? A nurse? It does not matter, it is your choice.
