"As long as we are not independent, by default we consider all Holds to be against our plea," Boraig stated coolly. "I take my leave now. A word of warning: If my Queen does not like the agreement, you'll most likely recieve my head by courier soon."

Nimalten - Market District

Aeta laughed then calmed herself, "Then I would be afraid I would have to send it back, I already have far too many in my basement", she smiled, then prepared to walk away, "Oh, and goodbye, I hope your journey is safe one".

"I agree. You are more than a Jarl. You are from the Reach. It runs in your blood. And it is only right that you should receive a meeting with Idolaf immediately. I assure you, we do not what to incite anything with you, other than a firm alliance." Said the envoy.

"Let them in!" Coughed the steward.

The delegates were invited into the warm throne room where a large banquet was prepared. Idolaf stood at the head of the table.

"Idolaf," Bethany said coolly. "Don't you think this is just a bit over done, my dear? I don't want you going to much trouble for me. We haven't made an alliance."

Nimalten

Boraig bowed lightly and left for home.

Markarth

"I have no wish to speak to your Jarl if he cannot learn who we are in the Reach!" Iaestra said harshly. "Now you go back to Whiterun, and don't come back unless your 'Jarl' suddenly decides that the Reach deserves to be independent, on top of what you're already offering!"

"If you let me explain then you'll discover that my Jarl believes that the Reach belongs to the natives. And, in the absence of the Dwemer, you are the natives."

***

"My dear, fellow Jarl, I would hate for you to be hungry." Laughed Idolaf.

"How kind of you." Bethany said flatly. "I have with me a Thane of Winterhold, Morvar, who shall stay here and act as a diplomat on behalf of our people, if you allow it." Bethany said.

"Certainly." Said teh Jarl. "I would be pleased to have him in my palace."

***

"Certainly. Know that we do not want to offend you. As such, we have brought you an offering." The Breton lay a chest at the Jarl's feet and left. He ran out of the city an onto his horse before the Jarl went crazy and eat him.

Spoiler:
That's her belief. The Dwemer weren't originally of the Reach is what she claims.

Also, I'd advice you not to call her 'Jarl'.

Riften - City Gates

The Jarl's steward arrived at the city gates and looked around, then approached the guard that stood by the gates, "Good day, guardsmen, I have been giving a message for the Jarl".

"We never expected anything to go in our direction, this was just a gift, we never expect anything in return to this." The courier said. The courier then contemplated the offer. "Our Jarl sometimes complains about the lack of wood in Eastmarch, so that offer is.. a good deal. The only thing I will advise you on is the location of the port, and since the River runs through other Holds, and if you were to have a supply train of boats along the river, enemies might attack and cut off the thing. But we accept, if you don't change your mind. Also, is this a peace treaty, or an actual military alliance?"

Markarth

Iaestra opened the chest with an angry sneer.

"He must think we can simply be bought..." she hissed, kicking the chest over. "I need some misery right now..."

The heart of Dawnstar's great palace was the Royal Hall. Supported by beautiful shining pillars, the Royal Hall itself was like a cathedral. At the center was a long, gigantic table covered with exotic foreign foods, wines, and other magnificent goods. Approximately 50 military officers feasted at this table. They laughed, conversed, and told entertaining tales while still remaining somewhat quiet. Jarl Rosteir the Stern did not support needless celebration, after all. Her soldiers and advisors were made to maintain order no matter where they were. This included feasts.

At the far end of the beautiful, well-lit chamber was the throne itself. Jarl Rosteir stood with a warm (yet still highly formal and political) smile as she saw Eddar enter through the Royal Hall's left entrance at the central region of the chamber. Her striking blue eyes could be seen from any distance. The Jarl was well-dressed on this evening. A bright royal gown, a shining breastplate, her long blonde hair running over her shoulders and down her back like a waterfall.

The soldiers stepped aside so that Eddar was allowed passage to the throne. "The son of the Jarl of Haafingar has arrived." Rosteir said aloud. Her voice was soft and warm, yet authoritative and strong at the same time. Each of the military officers at the table turned to face Eddar.
"Uhh...Shut up, Beavis!"

Bethany sat down at the table. Donner hovered over her protectively. Astigar, Morvar and Thorald sat around her. "So, Idolaf." She started. "Do you have any specific point of the treaty to discuss?"

"Jarl Rosteir." Eddar said, smiling. "Always a pleasure! My father told me to extend his condolences for not being able to be here in person... The duties of the Jarl are pressing, I don't need to tell you."

Nimalten - Jarl's Study

"Well, I am currently having my steward sent to Riften to discuss my builders and supplies being sent through The Rift to Eastmarch, and yes, I did plan this", Belvyn scribbled something down in the journal and slammed it shut, then offered his hand, "A military alliance of course".

Eddar pulled a tightly rolled scroll out of his travelling bag. "Right here, Jarl Rosteir." He said, handing it to her.
