In the Construction Set, I discovered that the Ash Vampires have dialog, and are by all accounts should let you engage in it. They even mention that they give you the honour of striking first. Except in the game they attack you on sight.

I found this mod that lowers their Attack value so that you can actually come up to them and engage in a conversation, if you feel inclined so.
