That doesn't have the specific information I need. The ten gates that initially open on their own are not random even though they are part of that random gate list. They include Goblin Jims Cave, the snowy mountains near the bridge to Gnoll Mountain, et al.

Here is my tested list. Of twenty-five found gates after delivering Martin, thirteen of those locations came up three times in a row in game reloads. Three of those locations were then crossed off when tested with game saves from two other characters. So these ten locations came up in three different games five times in a row (3-1-1).

From West to East
S-SW of Gottshaw Inn (SE of Garlas Agea)
W of Talwinque
N of Meridia's Shrine
W of Goblin Jim's Cave
E of Hackdirt
N-NW of Inn of Ill Omen
SE of Fort Variela
NW of Sedor, at the Overpass Bridge high in the Jerral Mountains
N of Fort Blueblood
E of Onyx Caverns

Except for the Jerral Mountain Bridge gate, you can see gate markers when you land from fast traveling to the locations listed.
A long long time ago I came upon on the smouldering remains of the Mountain Bridge gate after finishing the main quest and I had never been in that area, so I know that it opened spontaneously.

You should add that info to the wiki if you're sure! I admit I'm not that familiar with those specific mechanics. If these are guaranteed, then it'd be a good thing to note! If you want help with adding it, you can just ask me.

As is already explained on the wiki page, those random gates are random. There is no guaranteed locations for the first ten to spawn; each time you load a cell where a Gate can appear, there is a percentage chance that it will open. If you keep visiting a certain area, all ten gates will probably appear there.

The reason you were missing one is because you got too close and it opened without you noticing.

What was the testing done for the wiki page evidence?
Here is further evidence since you seem to be discounting my test results and don't believe me when I said I had never been near the Gnoll Mt. site on the initial observation. I just played three strict role play games of the main quest to test comparative leveling for mage, thief, and warrior builds. I rode horses on the roads and did no exploration. When I was near the 100% gates they showed up 100% on my map. I went back after the quest was over (right now) and there are gate remains at the Onyx cave, Fort Blue Blood, and Talwynque sites. Talwynque and Onyx are too far from roads to spawn from proximity. Fort Blue Blood may be in range of the Leyawiin gate but that doesn't explain its 100% presence and >100% for the several other gates in that vicinity.

Looks like there are some Console Commands you guys could use to help sort this out.

Like if you firstly complete the Find the Heir Quest.

Then use
set MQ00.RandomGateChance to 0

...that will stop any additional random gates opening.
So you can have a quick wander around checking which gates have already opened.

Then go back to an earlier save and do it again.

Maybe if we got a few people with Oblivion on the PC to have a go we could sort this out?

There's also
show MQ00.openGates

...which may or may not return '10' depending on whether the initial 10 gates are classed as 'random' or not.
