I'm not entirely sure if I'm doing something wrong or if this is a bug or what, I get bounties for defending myself. I've made several new characters and all of them are running into this issue eventually. Even killing the dark brotherhood assassins sent to murder me in my sleep, and even after waiting for them to actually hit me and do damage multiple times, is being counted as murder and everyone around attacks me to avenge the literal assassin. I get this issue when using taunts to provoke a character into attacking me as well, I wait for the person to damage me and then kill them and I still receive a bounty. I do have a few mods installed but mostly just replacing textures, I've also got real signposts and fair magicka regen but don't know how these mods would be causing this.

That definitely doesn't sound normal to me.

I think the usual advice in cases like this is to remove all add-ons to see if that fixes the problem, then start adding back the add-ons one at a time and checking after each one to see if you can determine which one is causing the problem.
