In order to get more Reputation points, I've killed all of the cultist leaders
responsible for controlling all the Sleepers under Dagoth Ur's spell.

I then got the Reputation point from all the Sleepers...except for one: Rararyn Radarys. I can't find him.

He's supposed to be a commoner wandering the streets east of the river in Balmora, but he's not there.
In fact, I don't recall seeing him...ever. And he should be distinctive in his colorful robe and major scar on his face.
Here's his page, with image of him, in the UESP pages:

https://en.uesp.net/wiki/Morrowind:Rararyn_Radarys

His house is there, but he's not in it. Nor is he in any other east-side building. I looked in them all, locked or not.

Is he known to be someone who appears only randomly in the game?

Rararyn Radarys typically wanders the streets and staircases on the west side of the Odai river, not the east. (The wiki article was incorrect on this.) He might cross one of the bridges to the east side from time to time, but usually I run into him on the west side, typically on or near the long staircase leading up to the twin guard towers. Occasionally I will run into him on one of the bridges as well, typically the one to the north.

He's not a random character, he will always spawn, so he should be around somewhere. Try checking both farther west and farther east as well--sometimes NPCs can wander quite far from their original starting point. You might also want to check in the river (yes, in the river!)--NPCs will sometimes fall off a bridge or off the street and wind up stuck in the river.

If you still can't find him, try using the "Reset Actors" command in the console while standing on the street on the west side of the river near the middle bridge. (Open the console, type "ra" (without the quotes) and hit return.) That should reset him to his original starting point (which is close to where you would be standing).

If "Reset Actors" doesn't work, then one of two things has happened:

1. He's wandered too far from his starting point and into a different cell. The Balmora exterior is actually composed of four different exterior cells; if an NPC wanders far enough from their starting point to enter a different cell the RA command might not reset them--this is why I recommend looking in areas he wouldn't typically wander.

2. He may have become totally "lost" while wandering around and ended up at Assarnatamat. This Daedric shrine is located at coordinates [0,0], the center of the game world, and these coordinates are the default location for the game to spawn "lost" NPCs and creatures.

Hope this helps you find him!

Thanks, Wolfborn, for the in-depth reply. I'll see what I can find.

I can rule out all of the west side already, since I've lived in Hlaalo Manor since my first visit to Balmora hundreds of game days ago, traveling to all corners of it many times.

I've also traveled all of the paths out of Balmora for a very long way, so if he wandered out of town, he's either off the main paths or somewhere under water.

I've swum the river in town many times in order to give my Athletics skill a boost, but I will have to check beyond the swimming section in case he wandered farther downstream.

If I don't find him downstream, I'll try the RA console command.

If that doesn't work, I'll check Assarnatamat, which I've yet to visit.

I find it curious that you haven't been able to find him (yet) and don't recall ever seeing him. Are you perhaps using any mods which may have disabled him for some reason?

As a last resort, if you can't find him anywhere and the RA console command doesn't work for some reason, you can use the console to spawn a new copy of him. (Balmora would obviously be the most appropriate place to do this.) Open the console, type the following exactly as shown:

PlaceAtPC "Rararyn Radarys" 1 128 0

and hit "Enter". He will appear a short distance in front of you and you should then be able to complete the quest.

Let us know what happens!

Well, last night I looked around town some more for him, with no luck.
I then swam the river from its head to the sea, checking underwater plus along the shores, also with no luck.
Next, I did the RA command while standing near the middle bridge in town, and he appeared within spitting distance of me.
So I got his thanks and reputation point. **thumbs up**

P.S. No, I'm not using any mods and never have. Just the GOTY out of the box.

P.S. again: I've done a lot since I brought him back to his default spot, but I've been still thinking about him.
And one thing I thought about was something I wish I had tried before using the RA command:

While standing in an exterior location, using the console command to get his map coordinates,
then getting my own coordinates, and then trying to find him through our coordinates.

It would've been a tedious endeavor, but I am so curious about where he was that I would've tried it if I had thought about it.
And I've done too much since then that I'd rather not do over again that I doubt I'll go back to a save and try it.

P.S. #3: Silly me. I realized that I could use a save just to find him, and exit it without saving. And that's what I just did...and I found him.

I did have a save for when I had first entered Balmora, so I tried that first, to see if he was there then.
He was. I just hadn't had any associations with him, and so I forgot about him.

Then I went to a more recent save, got his and my coordinates, and searched for him.
You know the stairs that go up to the Balmora Eight Plates Inn?
He was stuck down at ground level in the very narrow space between the stairs and the building wall.
I'm guessing that he had gone up the stairs, then walked off the wall side of them,
and fell down into the narrow space where parts of his body were in both the stairs and the wall...stuck.

I went up the stairs and looked down at him, and he looked up at me, no doubt hoping I'd rescue him,
not knowing that I already did, but in our future.
