On the journey up 'Foyada Mamaca' I'm supposed to come across NPC's to help but I have seen none, I have battles that's with monsters thats all. Is there anything I'm missing that will finish the 7th Grace?

You are not supposed to come across NPC's for the seventh grace, just make sure you have a filled soul gem with you when you find the shrine. The soul gem is an offering to the shrine.

This is the most difficult shrine to visit, mainly due to its remote location (map). You might want to pick up a soul gem before you head out since you need one to activate the shrine. Any type of soul gem, filled or not, will be suitable enough. Head towards the Ghostgate, which should be marked on your map, by traveling roughly southeast of Ald'ruhn or taking a long walk northwards through Foyada Mamaea. Once you reach the Ghostgate, look for the pillars with switches on their sides. You will need to activate two switches to be able to pass northwards through the tunnel. Once inside the Ghostfence, travel north a few paces and then follow the path northeast. You will find the shrine at the end, in the little dip between two trees (Position 24400, 45100, 4600). Activate the shrine with a soul gem to receive a blessing of Fortify Magicka 50 pts and Shield 25 pts for 48 min.
One note of warning: The shrine here will take one of each type of soul gem you have, which might be distressing if you were saving them for your next visit to an enchanter. However, you can prevent this happening by dropping all but one gem before activating the shrine.
Once you visit and activate all seven shrines, return to any Tribunal Temple Master (not just the quest givers) to notify them that you've finished the pilgrimages.

Beware, however, the shrine will take from your inventory one of each kind of soul gem. If you have more than one soul gem, it is best to drop all but one and activate the shrine. Once you complete all seven pilgrimages, talk to a Temple master person or your quest-giver and then you are done.

I've bought a 2nd copy of 'The Morrowind Prophecies' to help me but in hindsight "it doesn't do what they say in the tin", thanks for that.

It also doesn't say anything about the 'soul gems'. I just went through the Ghostgate and again no hint what was expected, thanks again. I think I'll use it for maps etc., because the print on the map is small, black lettering which is hard to read somethings.

The book "The Morrowind Prophecies" could have missing information. Maybe that's what's causing you trouble? The Ghostgate shrine does require a soul gem in order to activate, so I just think the book is incorrect or missing information there.

This at least answers the part of my question as to why I walked away from the shrine with only one soul gem but it does not explain what happened while I was in Ghostgate with multiple soul gems. I had an item enchanted and had at least a dozen to chose from. Then I went out to the shrine and had nothing left to offer. So I went to Vivec and bought the Redoran Trader's limited supply, went back to the shrine and walked away with one soul gem. Bummer! I enchanted a sword so that it traps souls as I kill attackers. Where can I get more before I head back out within the Ghostfence and have to kill all those ash lords and zombies and others?

Fadase Selvayn in Tel Branora is a restocking vendor of petty, lesser, and common soul gems. Elbert Nermarc in Mournhold is a restocking vendor of common, greater, and grand soul gems. These are the only two restocking vendors of soul gems in the game.

Aside from vendors, soul gems are commonly found in the random loot in smuggler's caves.
