It is vague, but I have a couple of thoughts. For some reason, I keep coming back to Larrius Varro. He asks you to kill an outlaw (Fjol), and I guess you could say his fate is sealed because he is targeted by the Morag Tong. But I can't see the other parts of the question working.

Royalty is throwing me off, and my first thought was King Helseth, but you said Tribunal wasn't involved. So then I thought about the Daedric Princes, thinking it might be a play on words, but not sure how you "lay to rest" any of them.

Is it Ennbjof and the quest he gives you?

I would say you're right, and the first line would fit because Ennbjolf is dying, so his fate is sealed.
