As after what quest or point in game? When are dragons spawn most often?

Not sure about if they spawn more frequently at a certain point in the main quest but when I wanted to farm dragon souls I would just wait in a town for around 36 hours. Dragon would usually spawn and start attacking.

Once dragons start spawning in the open world after a set point in the main quest, frequency doesnt change. If anything, just think of it like someone just think of it like an on/off switch

If you need to farm them, your best bet isnt to rely on random spawns but to fast travel to locations with a high certainty that a dragon is in the area i.e dragon mounds early on, and especially dragon walls/lairs. From there you'll be able to get a substantially higher amount than random encounters

and i was thinking that their frequency increase at some point and i am at end of "A blade in the dark" so no other dragon mounds active and none city attacks till now. but nevermind, i gone on dragon farming trip for 35 dragon souls (to stockpile for remaining skyrim shouts and dawnguard and dragonborn) and was done in less than in-game month , like from Solitude to Riften thru every dragon lair then seven-nine (to account for possible less than 24 hours trip because of Shadowmere) trips between Forelhost and Rimerock Burrow, then again from Dragontooth Crater to Lost Tongue Overlook, and was done in four rounds, all by fast travel

Wow, you've really got it in for those guys! What did those poor dragons ever do to you? (Sorry, I couldn't resist.)

I just realized-- the fact that the Dragonborn can absorb and store dragon souls means that he or she is sort of like a living "unlimited capacity" black soul gem that strictly targets dragons.

What about the two brothers who are curious about dragons? It seems like an inordinate percentage of their radiant quests involve running off with you to go hunt down some dragon they've heard about. That might be a semi-dependable way to harvest dragon souls, especially if you save your game just before talking to them to get a quest, so you can reload and try again if they give you one of their other tasks instead.
