I am doing side and misc quests city by city and done all hold capitals but Riften and Windhelm. I want to ask in which of two there are no side/misc quest that sends you to other of two, cause i planning to do one city at a time and don't begin other till i finish first. And i not yet joined any guild (except college of Winterhold, but put that on hold till i am done with side quests), i planing to join guilds (one at a time) after i done side/misc quests. Level req not a problem cause i am over level 200 and btw i not yet finished Bleak Falls Burrow nor Dragon Rising (will do main quests after every thing else, cause dragons eating quest people is bad for quests) and i only have Hearthfire expansion on PC.

so is it Riften or Windhelm. Note that doing just intro to the guild is ok, but i just want to know will non guild quest send me to that other of the two, cause i want to do one of these two at a time, not both. Its ok if it will send to some other place on quest or other city i already done.
I want to do one quest at a time so i can concentrate on the tasks at hand and not juggle bunch of quests (beginning intro to guild and putting it on hold till i done with side/misc quests is acceptable)
