I'm currently grinding out some of the jobs handed out by Delvin and Jax in the Jagged Flagon.

I'm struggling with two jobs at the moment. One is job involving planting some false evidence in Heimskr's House.

I understand this residence to be part pf the Shrine of Talos and is described as:

"Devoid of important or valuable possessions and has been turned into a gathering place for illegal worship".

It's not showing up on the map and therefore I strongly suspect the "job" cannot be completed, which means announcing abandonment to the quest giver.

I have seen this reported by others with no solution offered, other than abandoning the job, which is evidently frowned upon.

Any ideas?

The other involves pickpocketing a jeweled necklace from Ria in the Companions HQ Jorrvaskr.

I'm level 44, but probably at a lowish level on Pockpicketing. I've bolstered up using various charmed rings, necklaces, boots gloves etc. but as soon as I attempt a filch, she gets wind of the activity and I gave to reload the scenario.

I've tried whilst she is sleeping and from behind a corner, (when she's sitting on the bench by the barrel at the top of the stairs). Its not happening.

What's the solution?

Have you done the quest Battle for Whiterun? If you've done Battle for Whiterun (for either side), then you can't complete the Heimskr's House quest without console commands.

For pickpocketing Ria, either save scum the heck out of it, or just abandon the job, there's no actual punishment for doing so.

Yep, just drop em both and get easier jobs.

Yes, I have completed the Battle of Whiterun. I read somewhere that a load of debris from that invasion blocks the building off from that point on, thus preventing access anyway.

I think the guy we are talking about, (Heimskr), was actually my first victim when I first transformed into a werewolf! Correct me if I'm wrong, but isn't, sorry, wasn't he the mad preacher who is telling everybody the end of the world is nigh at the bottom of the steps to Jorrvaskr?

No, he's defying the Dominion by relentlessly preaching about Talos, and he (obviously) supports the Stormcloaks.

I traditionally hear what he has to say and pray at the shrine the first time I enter Whiterun.

Yeah, and you spawn pretty close to him as a werewolf. No bounty for killing him then either. You can probably check the Hall of the Dead for him.

Delvin gave me a similar job after I dropped that one. I had to drop that too!

It seems I may be to low a level to perform these pickpockets, even though I've bolstered my current ability with rings, necklaces, special gloves etc.

How can I raise my level quickly on this skill so I can get going again?

I need these "monotonous " little jobs to qualify for the bigger radiant quests later on I think.

I simply go for Numbers and Burglary jobs-- easier to accomplish and they don't affect the environment (the thing you steal in a burglary gets created exclusively in that location in order to be taken).

to rise you pickpocketing skill you can try this: give your housecarl at your home some money (first 10-50 later when your skill allows 90% chance increase that amount) then tell then to stay or head home and then save and try to pickpocket that money . you better start from low amount as much as it show 90% chance to pickpocket. if successful save and later increase that sum but keep at ~90% (90% is max chance) and if caught just reload save and try again. your housecarl won't report crime but still can catch you. best is to leave him at dark place/corner to increase you chances to sneak to him. remember to successfully pickpocket you must NOT be detected (not seen nor heard by anybody at that moment) also:
Quote:
Fortify Pickpocket bonuses from apparel and potions may reduce your pickpocketing chance rather than increasing it.

PC Only This bug is fixed by version 2.0.0 of the Unofficial Skyrim Patch.

On rare occasions, you may be unable to pickpocket any NPC in an area with no clear cause, instead receiving the message you normally see when trying to pickpocket someone who has already caught you. Waiting 48 hours in a different location seems to fix this issue.
If you save before pickpocketing, and reload after you are caught, you may continue to hear people yelling at you for pickpocketing, even though they're perfectly friendly when you talk to them. This will continue until you leave the area.
