You should have to wait 30-In-Game-Days. Do other quests until then.

Already tried this , it doesnt work with me ... i had already cleared this dungeon ages ago , i had already got the helm of winterhold and complted that quest , and i hadnt done bloods honor till another few days pass (i tend to spend 2-3 days in game exploring these places in order to sell all equipment and loot) as i came across a dwemer ruin , so i spent around 20 in game days exploring it (lots , and lots of dwemer crap) ... anyways , my point is 30 days had already passed , yet the quest still didnt start
to put it simply:
1- i have finished bloods honour and been to jorvaskr
2- i have explored driftshade refuge and cleared it , twice(once for adventures , second for the helm) , and then waited 30 days
3- Vilkas wont give me any quest , dialouge is normal , journal does not show ''purity of revenge''

I had the bug too but found a random fix. I decided to go ahead and complete the Helm of Winterhold quest. I was just wanderin for a couple dozen game days when I decided to say hi to the Winterhold Jarl. Surprisingly enough, he offered me the Helm of Winterhold quest. I read the offer to the accept or deny part then backed out of the conversation without choosing either. Went back to Jorrvaskr a few days after that and talked to Vilkas (I had been checking in regularly with the hope it would work) and BAM it worked. Idk what happened but it worked. I read this happened to someone else so I decided to spread the word.

UPDATE: I went back to Skyrim right after posting this. Sure enough Vilkas is following me and we're kickin the hell outta the Silver Hand pretty much as I type.

UPDATE: Just cleared Driftshade Refuge and the fragments of Wuuthrad WERE there. HOORAY!!!

UPDATE: Just got back to Jorravaskr and...the bodies are cleared the Companions aren't mourning any more and Glory of the Dead started without a hitch.

Hopefully I helped some people get past this bug!! Have a happy fourth of July!!

none of these work for me, because the current jarl isnt the jarl that gave me the quest, and I cant give it to him...
I finished the war with the imperials, maybe thats why... IDK....
has any one else tried the above guys solution on an xbox yet?

also the jarl in winterhold isnt Korvir any more...

I read somewhere that regardless of who actually gave you the quest, the quest is completed by giving it to the Jarl of Winterhold, even if it's not the same person. And btw if you were talkin' about my fix that's on the 360 :}
