Wouldn't worry about it, he is just some troll guy who keeps coming back to annoy people. He probably has some kind of IP address that can't be blocked which is why he can just create another username if he wants.

He uses a dynamic IP address. I.E. he just gets a new IP address every time he connects to the Internet.
