First of all... I'm new here in this forum, but I've been playing Skyrim since it's release.

In this link, https://en.uesp.net/wiki/Skyrim:Breton, they mention a bug which states: "There seems to be a bug that prevents Bretons (male and female) from staggering enemies with dual-wield power attacks, thus rendering it useless on higher difficulties (tested on PC with Special Edition, switching races via Console and different equipment won't solve the problem). ?"

I've recently played with two different Breton characters, and they've worked just fine. However... When I created a fresh High Elf, I experienced this bug. I've experimented with some of the perks and spells, but it won't go away. I have no mods at all, and no unofficial patches. All I have is the Anniversary upgrade Special Edition. A brief description of the problems that I've had is that I can usually stagger the enemy with the first blast, but if I fire off the next blast before they've regained their poise, they can no longer be staggered. At least not until my character has gotten herself into trouble.

I couldn't see that there was a subforum for bugs, so please feel free to point me in the right direction if I'm wrong.

Well, it's official! This bug now affects Nords, High Elfs, Dark Elfs and Bretons. Haven't done magic builds on the other races, but I'm guessing it happens there as well. It almost seems like the stagger has a 50/50 chance to happen. Makes me wonder if somehow the Impact perk has been accidently replaced by the Power shot perk in the archery tree.
