The White River?

Not sure what the first part is referring to though...

Hmm. The first part seems to refer at least in part to Talos. There's a Shirine of Talos southeast of Shimmermist Cave, but I'd be surprised if the riddle was referring to that.

Talos, Talos... There's a Shrine of Talos in Fellglow Keep. The riddle seems to be referring to an NPC (or a location that speaks in first person :P). Could be the Caller. However, the Caller never leaves her room in Fellglow Keep, which is in Whiterun Hold. Unless you use console commands, lol.

I don't know where I'm going with this.

This was supposed to be tough. I just hope it's right lore-wise.

Three tips:
1. The answer isn't Whiterun, nor White River, yet it is both of them. :)
2. First part: think of something else in the land of Skyrim that comes in packs of nine (apart from divines).
3. A person speaks in the riddle.

I think I have it.

"Throne of One among the Eight, Mightiest, yet servant in the North." - There are 9 Dragon Priest masks in Skyrim (10 if you include the Wooden Mask).

"Vast and fertile land from west" - Whiterun Hold is West of where this location is.

"Where silver price puts my warriors to rest." - The only place I can find relevant to "rest" in Whiterun Hold is Hamvir's Rest.

"Up to the Hillgrund's estate in the south At the foundations of Tower of Snow." - Easy. Hillgrund's Tomb. The location is North of Hillgrund's Tomb and East of Hamvir's Rest.

"Mark my words and all that you've seen, From atop of the Dragon's Hill." - This is the location.

"Broad grasslands, water so clean, The toughest warriors and strongest steel." - Frozen, snow/ice water is typically very clean, and the toughest warriors of the land? Windhelm Hold.

I think that the location is Shearpoint, which is a dragon lair on top of a hill. To the West is the fertile lands of Whiterun Hold, where Hamvir's Rest is, and to the South is Hillgrund's Tomb. If you look down the hill, you see the Windhelm Hold, home of clean water and the self-proclaimed mightiest warriors of Skyrim. The Dragon Priest mask is Krosis.

EDIT: rethinking it, the answer might be Dragonsreach. There are 9 holds, the plains to the west are fertile, the hold goes as far as Hillgrund's Tomb, it's located on a hill, and the mightiest warriors are the Companions.

Parts you got right:
-1+8 is about Dragon Priests
-most of the 'edit part' is correct
-'toughest warriors' are Companions
-the land in riddle spans from west to southeast of whiterun.

Next tips:
4. Hillgrund's Tomb is where he lies after death, find what he owned during lifetime.
5. "Where silver price puts my warriors to rest." - some people pay silver tribute after being seized.
6. Places' names are translated from Dragon Tongue. Whiterun - Ahrolsedovah - ?

I've sorta dumbed down the riddle into this:

Throne of one of the nine
Mighty servants of Skyrim (Dragon Priests)
It is a historical location
Now controlled by somebody else

From the Western plains of Whiterun Hold
Where there's something to do with silver
To Hillgrund's Tomb
Which is the South-East of Whiterun Hold

It is visible from
Dragonsreach
You can see grasslands, clean water
And the Companions, and the Skyforge


I can't figure out anything to do with the most recent clues:
4. The only "he" to be "laying" in the tomb that is noteworthy is that Necromancer Dunmer after you kill him in the respective quest, but he has nothing on him to suggest what he owned when he was alive.
5. Pay silver when "seized"? When kidnapped? Is it in relation to the Silver-Blood family?
6. Ahrolsedovah = Dragon's Hill (seen in riddle), and the only Dragon's Hill would be Dragon's Reach.

But even this will not complete me, for the final piece is where the dead are ruled by the young. - Falkreath, home to the biggest graveyard in Skyrim, is ruled be an arguably too young of Jarl

EDIT: My second guess is Mehrunes' Razor.

If the respected has no need for venery, I can be made - hunting out the pieces
If he does, you can find me where the children died - one piece is found in Morthal, where a little girl died

But even this will not complete me, for the final piece is where the dead are ruled by the young. - another piece is in Cracked Tusk Keep of Falkreath Hold.

Your conjecture on the first line is correct, and your conjecture on the final line is correct.

However, I am a stickler for correct usage, so when I say "children" I really do mean more than one. And on the final line you've found the location, but not "the final piece".

Though it would be a nice throwback.

At first i was thinking about children of a Night Mother, but after your clue i'm sure it's Forelhost, but not a damn thing there matches whole riddle.

Hints!:
    Venery is used in the old fashioned hunting sense.
    "The respected" is a single person, and refers to a loading screen.
    The "Final Piece" is found in the Jarl's house (In Falkreath)
    The answer is not an NPC or book

Is it Ancient Nord apparel?


Hidden:
If the respected has no need for venery, I can be made - Once you have cured Kodlak Whitemane of lycanthropy, and thus completed the Companions main questline, you can then make the full set of ancient nord armour at the skyforge
If he does, you can find me where the children died - If you haven't cured Kodlak, you can find full sets of ancient nord armour on the dragon priests that commited suicide in Forelhost.

But even this will not complete me, for the final piece is where the dead are ruled by the young. - You can find the unique item, the Ancient Nord Amulet, in the Jarl's residence in Falkreath, thus completing the Ancient Nord set.
