Okay, okay. Here's hint #4, doubly hidden for your protection:

Augur of Dunlain, Restoration: Bane of the Undead?

No. The specific spell referred to in line 3 is a Restoration spell, but the 'class' of spell that is also the name of this NPC spans several magical schools. Therefore the one answer referring to both class of spell and NPC.

Nope. The spells and the NPC have nothing to do with each other except for name.

1. If by 'class of spell' you mean Novice - Master levels, then.

Skyrim has two named NPC's featuring those words in their names:

Other NPC's names feature words: Quartermaster, Thrallmaster, and Dockmaster.

Other random npcs with those words are named according to "Class, Level"
Conjurer/Necromancer/XYZ Mage Novice/Apprentice/etc.

2. Restoration spells with damaging effects (to fill the 'killer' part):
Sun Fire - Apprentice //469ft range doesn't exacly fit "nowhere to go"
Poison Rune - Adept
Stendarr's Aura - Adept
Vampire's Bane - Adept
Bane of the Undead - Master

All of the above fit "What I say is not what I mean," (maybe without Aura).

3. Matching spells and npcs:

-Bane of the Undead - Arnskar-Ember-Master/any local Quartermaster/etc
-<one of the adept spells above> - random Adept Conjurer/Necromancer/etc

4. The only ones from point 3 that aren't intended to move from one area:
- Arnskar - just a blacksmith form Ragged Flagon who has nothing to do with spells.
- Quartermasters living in some military camps.

Both are related to Bane of the Undead - Master level restoration spell. You kinda ruled it out a few posts ago. Quartermasters fit better into the actual riddle.

If that is not an answer, then nothing really is.

Are the little people Rieklings?

Yes they are, because the answer is Black Book: Untold Legends in Benkongerike.

You are correct, Walker Jones! The exact answer was the Secret Servant option of the book rewards.

'Swept off your feet' was reference to the word wall giving you a word of the Cyclone shout.
'I wish no one to know' was the word 'secret'
'You'll be quick on your feet, if you share with this foe' was making you less encumbered by giving items to the secret servant to carry.
