Well, the hints (without the riddle) are making me think of Fralia Grey-Mane, because Olfrid Battle-Born does call Thorald a traitor in the conversation that starts Missing In Action, she is usually the way people get that quest (though Avulstein and Idolaf can also give it to you), and she is a merchant in the market. However, Fralia makes no sense in the context of the riddle itself.

...but am I really heading the right way? She's not in Morrowind.

It was the first line that led me in that direction (since I like etymology/name meanings I spend a lot of time with the Dragon Language page and names in Dovahzul) then I thought about/looked up the quests that lead you to the masks. I wasn't sure about the first two in the second line, and I had no idea what was going on with the third. But I was confident enough to make the guess.
