To be completly honest this riddle is the result of a ten minute coffee break so it's not as difficult and lore heavy as I would have wanted it to be.Still,long time fans of the series will definitely have an easier time solving it.

Bowels of the earth= caves, I think. The second line makes me think of the Reach.

'Mad' sounds like Sheogorath. I'm guessing punishing involves death, but it could be imprisonment or some other such thing.

Far older than the dragon
But younger then a Dunmer
I suspect this line is a major clue. Probably refering to a specific Dunmer, possibly a specific dragon, too. Old Dunmer... Neloth? Hm. As for dragon... Could be an obvious answer, Akatosh or Alduin or one of the other dragons... There was a deadra that manifested as a dragon, too, wasn't there? Peryite, I think?

Not sure what to make of this. Is that a quote from in-game? Maybe related to vampires? The second half makes me think of Sithis and the Night Mother, though.

On second thought, I'm leaning towards Babette... "Younger than a Dunmer" would point towards the Dunmer member of the Dark Brotherhood, in that case, and there are other things that could fit.

To be honest here, any answer I tried to deduce, always bumped heads with at least one of the statements<_< tricky riddle is tricky
