When I say "Cast and dismiss.." don't take the later so literal it very well could be a synonym or metaphor, rather than a command

Is "envious that may seem" an embelishment at all for writing's sake or does it hold true to the riddle. This riddle is though enough without every part being reliable to go on. :0 I wish someone smarter than me would just answer it already!

Cast and forget should be the least of worries.. but it's a reference to a choice of words on the wiki. The first two lines should be of focus..

Invisibility?

Going to guess Whirlwind Cloak.

The first line refers to destruction spells (bite=frost, burn=flame, excite=lightning), and the only "fire and forget" spell that is Destruction, but not those elements (different from my fellow friends) is Whirlwind Cloak. In reference to the third line, a cloak usually protects from wind, but this one does not, since it is made of the stuff.

Well i'm doomed, i had no idea such an item existed so that's probably it... i got the first line being the destruction spells myself, but i looked at all the spells and couldn't figure it out so i tried a different path...

You are correct upon the first line.. but who ever said it must be bound to the same school May hence why it's an oddity
