I believe it is one of my favorite alchemy ingredients, Glow Dust, which is useful in one of my favorite recipes, Poison of Damage Magicka + Damage Magicka Regen.

Reasoning:
I am a gift from the children, wisps are the "children" of wispmothers
Though not given willingly, they fight you
At first I will steal from you, Damage Magicka, first effect, if eaten
Try again and you will take longer to recover, Damage Magicka Regen
Another time however,you will be pleased to get more damage, Fortify Destruction
And finally, you will not be surprised. Resist Shock (surprise)

I only got it because I went to Shroud Hearth Barrow last week! I would have been perplexed otherwise!
