The Ayleid? They had built the Imperial city(answers line 3) and their society was in the way of many tribes and were brought to fight together when Allesia's Rebellion started(answers line 1). And they made a pact with Meridia, so they could beat the rebellion, and when the rebellion was over with, one of the Ayleid kings were brought up to her place to live(answers line 2).

I am like seriously lost on this riddle Image

I seem to keep hitting dead ends and what not.. I really must be rusty with my skyrim trivia.
The one thing that offsets me the most is the 3rd line
BTW, I am not one bit frustrated, the gif was purely for comical sense

The desecrated corpses are Imperial and Stormcloak soldiers, which are divided on different sides of the war. But their spirits are united, and guard over the temple. When the player takes Dawnbreaker, he will fly up in the air one last time, if he forgets to search all the corpses, he will miss out on all the gold.

This is probably completely wrong, but I'm going to say The Circle or werewolves in general.

"Sometimes there but unseen": You can't tell people are werewolves until they change.
"More majestic than my kin": I guess they can be considered more majestic than regular wolves.
"I never need to rest": A reference to the lack of resting bonuses when the player is a werewolf, perhaps?
