I have been looking at the town and I can only see 2 possible things...

This is my first Skyrim riddle, so it might be crap!

Hidden:
I watch all who come toward me.
My makers have but gone.
Victims of the hands of time.
I'm lonely in the sun.

Twisting round the grey and gold.
To see the world up yonder.
I see a place of safety to the north.
But im just left to plunder.

Shouts from the beasts that dwell nearby.
You can stretch towards the gale,
Home to the majestic bird,
With water at my tail.
