The Boethiah Priestess? I can't explain fully but the carving on the statue is in reverse and the current champion is devout and pretty grumpy! I've never actually run the quest, does the Priestess say something oddly while you talk with her...

Zacky, you really make me happy! That's, indeed, what I had in mind.
I have come across only one instance of Azura's name being mispronounced (with the stress on the first syllable) in the game - that's why there are other lines in the riddle, for you to find an answer with more precision.

Do any of the innkeepers mispronounce the "Have you seen that Shrine of Azura" rumors line? I don't know how to guess that guess because a lot of publicans share voices, except someone like Keerava.

Some might. But the riddle does not speak of innkeepers.

Is it commander maro? I remember him saying" By Azura" with emphasis on the A.

For my pronunciation issues. Commander Maro does, indeed, mispronounce Azura's name in one of his dialogues during the Dark Brotherhood questline.

Who choose sacks over empty bookcases. He is out to get the Dark Brotherhood, whose members (according to Babette) are often put through the same initiation test as the player.
Here be the sacks:

As you see, the Dark Brotherhood initiates do not literally choose sacks over bookcases - rather, they choose to kill one of the people with sacks on their heads and not Astrid, sitting on the bookcase. Hence the metonymy.
