Anything to do with the Nightingales, or Skuldafn? Although I can't make either of those fit with the part about blood...

A castle with ancient vamps
They serve Harkon, two (Serana and her mom) used to lead, and they need the 3 elder scrolls
All three scrolls involve blood- Dragons, vampires and auriels bow.

or the stormcloaks
First city, and Nords and Elves have always hated eachother
They serve Talos, Ulfric and Gunmar lead, three holds follow them (Dawnstar, Winterhold, Markarth)
Ulfric has a long speech about bleeding for the empire, and war questline is the only purpose to the questline

or perhaps a hint is needed since there are many things that fit the general and brief description.

I listed "symptoms", emphasized illness, made a few in-game quote references... but I figured spelling it out with the first letter of every line in the last stanza was hint enough

I picked up on the first-letter bit quickly but wasn't sure about what the first stanza was referring to. I eventually decided it was listing symptoms

First riddle, here goes. It's a bit clunky, hope it suffices.

Most wait - dead, buried, temptingly full
To be emptied by one such as you
We wait - dead, buried, but untouchable
And are also emptied, though not by you.

Not directly, at least.
And to be honest, you'd rather we stayed as we were, anyway.
