I think the second image of the Rebus refers to Ataxia...

Solve the rebus and decide who could have said this:

If there is anyone who still doesn't understand what to do:

The pictures each have numbers beneath. It seems to me that these are the letters in the word or phrase we are looking for. I'm not sure if they are divided into words, but hopefully they are... that would make this easier. The numbers, I think, refer to the letter in the image that you need.

This means we have a sentences that goes something like:

_ _ _ _ _ _ _ _ _ _ _ _ _ _ (and then a word?)

We have confirmed three of the images
1)?
2) Ataxia
3) ? (Although this looks like Largashbur to me, but I thought that was rejected... may have just been the whole answer, though, and this part of the answer might be right)

5) Meeko
6) Torygg, or High King Torygg
7) ?

This would mean we have:

_ _ _ a _ _ _ _ _ _ me (to/hi?) (and then a word?)

And if Largashbur is right:

The first image is that of a Thalmor Justiciar.If it's not just a regular TJ I'm 100% sure it's Ondolemar*.
The last image on the first row is definitely not Muiri as someone previously suggested.If you look closely you can see she's wearing a blue mage robe and casting a shock spell which indicates she's a destruction mage...Illia perhaps?

*But then again,if the rebus is structured in words neither would work.

You are right to have started constructing a phrase - you are moving in the right direction.
And to disperse any doubts, I have to confirm both Largashbur and Thalmor, which were part of a previous partially correct guess.

The last picture might be High Hrothgar which would mean the 2 letter are hi

OK, updating what I have so far:

"me to ash" sounds like a phrase to me... but I can't work out the 4th image

Well seeing as Largashbur is "partially correct" then the bur would not be in the answer. In the picture it looks like a giant is attacking. But the word must have 10 letters (If I am interpreting this puzzle correctly). The only words associated with Largashbur that have 10 letters are Chief Yamarz or Shagrols Hammer but both are two words if this makes a difference.

This would leave us with
Moramar _ _ _ me to
Morasha _ _ _ me to

Now the word mora is in the alchemy ingredient mora tapinella. Also Hermaeus Mora the Deadric Prince of Knowledge. Unless by mora Norroen actually means Mara, which leads me to the conclusion of Maramel. Maramel to ash could be killing him which is an option in Vaermina's Daedric Quest (A Waking Nightmare). So here is my answer:

Vaermina says this phrase to the Dovahkiin during the events of the quest Waking Nightmare.

You misinterpret my words a little - Largashbur is correct, but it is a part of another, partially correct guess, made I believe by Stormborn, which mentions some incorrect things along with the correct ones, thus making the guess as a whole partially correct.
Trust me - if I meant Mara I would actually cypher Mara, not Mora.
And it's not very nice to mix up one NPC with another - Erandur might get offended.
Consequently, your guess about Waking Nightmare is sadly incorrect. That said, you did get warm at one point.

This missing character was Madena, who renounced destruction magic after the great war and wears blue hooded robes.

This gives us

Giving us - MORA

3) Lagashbur, giving us BUR
4) Madena, giving use DEN, reversed to NED

BURNED

5) Meeko, giving us ME
6) Torygg, giving us TO

and a pile of ASH

So, the full sentence is MORA BURNED ME TO ASH

This, of course is Septimus Signus, who is killed by Hermaeus Mora during the Discerning the Transmundane quest

One once a friend of songbirds, one the saddest wind~He decided not to follow in his ancestors footsteps and renounce the life at sea.
And a refugee from nobility - one who crossed Summerset~A reference to either Niranye or Linwe (the leader Summerset Shadows)
