I'd say the answer is not just the cities but their stance on the Civil War.
Eg., Windhelm and Solitude are the most active representatives of the Stormcloak and the Empire side, respectively, thus the bear and the wolf are brawling, while Whiterun is undecided, so the horse is just watching.

The elk is Falkreath.Maybe it's to do with the fact that they are on opposite sides of the map?
