Well, it's been at least a day, so I better give a more substantial hint (and a recap of other hints):

1) The answer is NOT an NPC, or NPCS.
2) The words Syndoche and Metonymy should be useful in working out the riddle.
3) Each stanza refers to one of three "brothers"
4) You will need to correctly identify the three brothers, and their "bloodline" (i.e. what unites the three)

I don't think that the connection is something quite clear (as in, the same race or title), but rather, something more subtle than that. The third one makes me think of someone who assassinated an emperor. Still don't have a clue about who they might be. And what are the known two locations, have just joined this riddle.

Two guesses that should help you locate the brothers:

This reminds me of the lady or lover stone, who both depict women. And as they are stones, they never move.
Other than that, it might be the statues of meridia, azura or boethiah.
Another possibility might be a statue of Dibella

Now, Korir was a near miss. So, we have two possibilities: either the third paragraph refers to a jarl or someone in Winterhold.
Now, I'm inclined to say it is someone in Winterhold, Nelacar.

And once again, I HIGHLY recommend doing this by looking around in the game, rather than just online. What you see will help you unlock this riddle.

Those two lines definitely refer to Azura's shrine.Three NPC's have a direct relevance to the shrine (Malyn Varen,Aranea Lenith & Nelacar) and one of them holds Azura's Star.Hm,but the subject is not a NPC so that really puzzles me.

Hm,the brothers might be members of the same race or artifacts themselves.Dragons perhaps?They have a relevance to the "Blood Of Kings" idea and one of them occasionally protects the Shrine Of Azura.

The lines do not refer to Azura's Shrine, but you get very close with some of your other points here. Remember the brothers are not NPC's, then think about your answer again.

Tough call, but I'll make it easier by saying I would consider creatures like dragons to be NPCs. When it comes to the "Blood of Kings" line, people have already supplied most of the information you need to solve that stanza, but you haven't worked out what the brothers are, so you're still confused by it.

kodlak whitemane, stendarr, and nerevar?

kodlak because of the moonand he is reluctantly a werewolf but hircine is somewhat a god and his gift is lycanthropy
nerevarbeause he is important to the dunmer i think and the volvecano eruption
and finally stendarr because he is the closeset to a lawful god because of his followers

Aldmeri Dominion. they are all brothers in war.
Stormcloaks have ulfric who has the voice, given by kynareth
Imperials have to enforce the no talos law with no mercy bbut don't like it
The dominion's army is huge and they hate anyone with power and they have ancono try to get the eye and staff of magnus

Is the first the Heart of Dibella? I'm thinking this prize isn't an artifact. Other than that, I'm a little lost.

EDIT: I'm thinking it might have something do with Illinalta's deep, as it's close to the Lady Stone.

I'm guessing the Palace of Kings is the hit?If that is true then the bloodline might be that of Ysgramor(or Nedes/Atmorans).
Edit:Is Sarthaal the second brother then?
Edit 2:The bloodline might also be that of mankind as a whole.

We have a winner... the bloodline was a rather bad pun - a line of blood - following the White River from Ilinalta's Deep around to the coast.
