I know this is old, so I hope I am not breaking any rules here but I found this cool map of Hammerfell:

Having played through parts of Hammerfell in ES:O I can say that ZeniMax Online's realisation of Hammreferll is very consistent with how I had pictured it. I'd say it's more like something you'd find around Jerusalem than something you might find in Italy or Spain, but if I had to say which it is probably more similar to out of the two, I'd have to lean towards southern Spain, perhaps around Granada.
