Whenever, I build a character in Daggerfall I always build him using disadvantages that don't affect my character because I don't use magick. For instance, I will take "Magick doesn't regenerate" because my character doesn't need magic points when he's not going to cast magick anyway. Is that unfair?

No, I think that's generally the idea. If you think about it, a person who can't regenerate magicka probably wouldn't train as a mage anyway.

Yeah, that was the idea to make your char specialized in something and not an all-around war machine. Though not using magic at all is more of a handicap even if gained advantages would allow you to kill everything in a couple swings or shots.
You'd want a hell of a lot climbing and acrobatics. Stock up on magic items and potions for levitation and just in case featherfall.

Actually it is my understanding that the inability to regenerate magicka was intended exactly for spellcasting character classes like the Sorcerer, for some extra challenge. Besides, with the Sorcerer at least, the inability to regenerate magicka is used to offset the larger-than-normal pool of magicka (3x INT).

So picking non-regenerating magicka for a non-spellcasting character is pointless if it doesn't give a bonus, and well, it sounds pretty much like cheating if it does give a bonus of some sort. It's supposed to be a disadvantage for spellcasters, and if a bonus is given it's a kind of a compensation for this disadvantage. If your character is not a spellcaster though then you're getting a compensation for a disadvantage that your character doesn't have. Right?

There's a thin line between adding "challenge" and creating a poor character build.

It's your game, play it how you want. It's not like you are competing with anyone. If that type of character makes the game more enjoyable for you, do it. As a lover of Daggerfall, it can be a very difficult game and very unforgiving so I don't begrudge little tricks like that to help. Hell I do it too.

Think of it as not being disadvantage or not disadvantage not to spellcaster or not spellcaster, but your character in general. You have already decided that your character is not a spellcaster, which is a disadvantage to your character in general. For that, you can take no magicka regen without getting any more disadvantages aside from not being a spellcaster, and getting a bonus for that.

In short, you haven't taken any advantages for deciding that you aren't going to use spellcasting at all - so now you get bonuses to make up for this.

See absolutely no problem with it. To tell the truth, I see almost no advantages, which magic gives you. A lot of HP and perfect fighting skills seems to be much more useful.
